An MFT stencil and Mustard Seed Distress Ink were used to create the sunshine panel inserted into the dark gray Smoky Shadow frame. The birthday portion of the sentiment is stamped and heat embossed on the frame before the die cut is added.
The Avery Elle number balloons are tied to the "happy" to keep them from flying away. Is that stretching the "Anything that Flies" challenge at Seize the Birthday? Thankfully they always have an Anything Goes option.
